Cody Maverick has dreamed of becoming a professional surfer ever since he met surfing legend, Big Z. He manages to secure a place in the Big Z Memorial surfing competition on Pen-Gu Island and travels there. He befriends a rooster from Wisconsin, Joe, but also meets a mean-spirited emperor penguin called Tank. As the contestants battle to win, Cody falls in love, meets heroes of his and learns what it takes to be an authentic surfer.
